If you want hardest to get legendary then perhaps Deoxys? Only has had a couple releases (SPACE C and Gamestop in the US). Mew just had a release last last fall ('10) over Wifi.

Voted for Lugia for Multiscale. Already bulky + Recover + Multiscale? Yes please.
Next choice might have been Imposter Ditto, but nonlegendary has a better chance than legendary to be released in a random DW zone.
After that perhaps Lightening Rod Zapdos? Loses Heat Wave but whatev's, immunity to Electric and even more helpful in doubles? Sure.

But what does any of this matter, all the little kiddies that are the 99% of Pokemon players will decide for us.

*EDIT* Totes forgot about Japan's upcoming "Pick a cover Pokemon to be released in DW" event, meaning another chance for Lugia. Proally should have gone with Ditto or Zapdos.
