I'd probably start with Eevee or Wooper.

Because Espeon and Wooper are my two favorite pokemon.

My ideal pokemon would be lotad. Because then I could surf inside of Ludicolo's little hat and it'd be awesome.

If we're talking Gen 1, you'll find none better than Nidoran. They're awesome. You got yourself a poison type, so you make short work of the bug types in the forest. Yeah, you might run into a little trouble with Brock and Misty, but when you have to take on Lt. Surge, well, you'll have yourself a nidoking/nidoqueen by then, so it don't matter. They also have an impressive type coverage, which is awesome.

If there wasn't the three evolution base, I'd totally go for wynaut.
Considering the three evolution base, I like the idea of ralts. It would be nice to go with a psychic type. If trapinch and litwick didn't evolve so late I'd say they'd also make for good starters.
