In the rules on the main site ( http://paxpokemonleague.net/rules/ ) it says on in-depth Rule 4: Species Clause: A player’s team may not contain two Pokémon with the same National Pokédex number, and on Rule 13 it says: Limited Pokemon:There may be only 1 of any of the following Pokémon on any team: [insert list of half-legendaries here],
so according to Rule 4, you can't have 2 of the same Pokemon, and on Rule 13, it says you can't have more than 2 of only these Pokemon. If I am interpreting this right, Rule 13 should be irrelevant and doesn't need to be included, because all of those Pokemon were already included in the only 1 Pokemon in Rule 4.

The species clause means you can not have any two Pokemon with the same species. IE, you can't have two Pikachus, even if you really want to.

Rule 13 specifies that you can only have one of all the Pokemon on that list. IE, you cannot have a Victini AND a Heatran on the same team.

But yeah, no 2 pokemon that share a name, and no two pokemon from the restricted list.

Out of curiosity, how did the PPL develop its banned/restricted list? It doesn't appear to be the same as the [url=http://assets10.pokemon.com/assets/cms/pdf/op/tournaments/2012/pokemon_official_tournament_formats.pdf7rp]Official Pokemon Organized Play[/url7rp] list, or [url=http://www.smogon.com/bw/banlist/7rp]Smogon's[/url7rp] either.
