Ok, so, for PAX this year, as a potential challenger, my girlfriend wants desperately to run a team of her favorite pokemon of all time. She DESPISES Dragonite, but she absolutely loves Dragonair, and she would like to make one viable. Looking it over, Eviolite makes it...better? But it isn't "great." Are there any ideas on a moveset that could be used to make it even better? She originally thought that Thunder Wave/Haze/Dragon Tail/Aqua Tail would be an effective sweeper shutdown that spreads paralysis through the opposing team, but I don't like the reduced accuracy and priority of Dragon Tail. Any help?

Just make sure to be careful with Shed Skin. It's accuracy isn't great, and can be unreliable.
I got really excited while researching this, as a Marvel Scale + Rest + Sleep Talk + Eviolite set would have been absolutely MARVELous, but unfortunately you cannot get Sleep Talk on Marvel Scale Dragonair right now, because Marvel Scale is a dream world ability, and Sleep Talk is a Gen IV TM.
With Dragon Tail, you don't need Haze, because when it switches out the opponents Pokemon, they lose the boosts anyway.
The choice between the last move should ultimately be up to what her team ends up having trouble with. Dragon Rush/Outrage would be a strong Physical Stab, but Aqua Tail would provide more coverage. Or, if you're having trouble with opposing bulky Pokemon, you could even use Toxic.

With eviolite, Rest, and some special defense EVs, you have the toughness to take your time and Dragon Dance. Extremespeed would be very nice, as Dragonair is one of the few pokemon with access to this powerful priority move. Now, if you are boosting your speed, then Outrage is the way to go, but having an attack boosted Extremespeed as an option against quick, squishy, pokemon like Weavile is always nice. For your last move I would say probably Thunder Wave, or Toxic like Steven Stone said. Also, tell her I say hi.
