Wobbafett

I couldn't help but notice that the blue dude wasn't on the "can't use" list. Does that mean we can use them?

I noticed when I was reading the Competitive pokemon link that they are banned from anything lower than Uber for their Shadow Tag. Once I faced one in a cave, I could see why.

You can use him, but don't be a dick about it.

Don't worry, I don't plan to use him. I just wanted to know if I should pack a Wob killer for the Champion tournament.

Surely you mean the 'Champion's Showcase?' ;)

On the subject of dicks, what does being one include? Being a dick personally? Using cheap tactics like Encore and Wobbufett? Intentionally frustrating your opponent to win?

The first and the third. The whole point of the rule is that it doesn't need to be clarified.

But that's just it. That sort of thing really should be clarified. Everything is relative to everyone so something like using frustrating tactics could easily be seen as doing one's utmost to win as it is just being a jerk.

The rule triggers if you're actively ruining someone's potential enjoyment of the league. The judgement of what that actually means is left to the individual leader. There will probably be no tournament at the end, so if you wish to challenge someone else it's completely up to you.

I know I've made the point before, but it's tough to use Wob and not be a dick.

I guess it's really a sort of trust thing, although in that case a rule shouldn't even be necessary. But I suppose it's a non-issue in the first place, I just get sort of lawyery about rules that aren't precisely defined (can you say OCD?). Though maybe if you don't want any more questions like this, perhaps have some note in the ruleset applying to tactics such as Wobbufett?
