Japanese PGL account let's you vote and get prize, Japanese game cart let's you create an account and receive prize. Or you can wait and see if it goes international just like the starter promot-oh wait.
Or find a Japanese pen-pal who happens to enjoy Pokemon and will send you "some of that action".
