Yes. And in black version there is exactly one trash can with an item in it.
Every. Trashcan. Checked. One. Item. Found.

Oh man, I did that too! Am I the only one who remembers the older games having TONS of items in trashcans? I kept hoping I'd find leftovers or something good. And there was ONE ITEM. And I think it was on Victory Island, wasn't it? Which doesn't even count since that's a special unlock-able part of the game.

AUGH. Curse you, Nintendo! You are a cruel mistress, forcing us to dig around in every trash can we see.
