PAX Pokemon League

I just came across this pokemon league for PAX east and have a few questions I can't find answers to.

1. I sold my Soul Silver a few months ago, but I have an R4, is it acceptable for me just to use a rom on my R4, or do I need to go buy a new copy of Soul Silver?
2. You don't need to sign up, correct? Basically just go to PAX with your DS and find a leader?
3. Are physical badges being given out? I saw in the PAX threads and on the rules that badges were being given out, but after trolling everything I couldn't find any photos of them, are they just a surprise?

I'm sorry if these have already been answered, but I couldn't find anything after trolling for the past couple of hours.

Fairly high. I had the elite four beat within about three days of petsitting. A varied team might be a challenge though.

I don't mean to advocate piracy, and I own all of my games, but there's really no way you could tell if someone was using an R4 without demanding he remove the card from his DS. It runs the game perfectly normally. Plus, if you had previously bought the game, I don't see anything wrong with emulating it, no matter what Nintendo's official policy is.
