So, considering that 6th gen changed how weather-causing abilities work (The weather now stays for five turns, not until overwritten by more weather) do you guys think that some of the stupidly powerful abilities that react to weather will be unbanned/allowed? I wouldn't expect Swift Swim or Sand Rush to be allowed, but I'm curious about Sand Veil. Mostly because I want to use Garchomp in a kaiju team

Sand Veil, as far as I'm aware, has never been banned here.
The rules for PAX East 2014 have just started to be discussed. Nothing has been determined for sure yet, but the suggestion of lifting the ban of using Drizzle and Swift Swim or Sand Stream and Sand Rush together has been mentioned due to the changes in weather-causing abilities.

Fair enough. I just know that standard OU rulesets disallow Sand Veil because evasion clause, and although I know PPL doesn't strictly adhere to those, we did have restrictions on un-fun combos like Drizzle/Swift Swim and Sand Stream/Sand Rush.

The only thing covered in the Evasion Clause for the PPL, as of now, are moves that specifically increase evasion. I wouldn't expect that to change since there weren't any real changes to those mechanics.
EDIT: For reference, here's the most recent rules as of Prime 2013.

As I thought, the following line is just under the one for the evasion clause:
"Illegal Combos: A team that contains a Pokémon with the ability “Drizzle” may not contain a Pokémon with the ability “Swift Swim” Additionally, a team that contains a Pokémon with the ability “Sand Stream” may not contain a Pokémon with the ability “Sand Rush”."
That's more relevant to what I was referring to, and the kaiju team I specifically want to make would include a T-Tar alongside Garchomp. Under that rule as it stands, I'd need a Rough Skin Garchomp in order to run said team - or completely waste T-Tar's ability by running it with Unnerve.
Edit: The full team roster, as I've been trying to build it, would be Tyranitar/Aggron/Garchomp/Hydreigon/Blastoise/Venomoth. Credit goes to Kronus from PPL Prime 2013 for the idea.

Sand Veil is not mentioned there at all, only Sand Rush. Basically, it was permanent weather ability in combination with weather-based speed boosting ability.
