In my opinion, there's no reason not to make something a rule just because it doesn't come up very often. Our rules are relatively short and simple, and adding another here or there to rule out the things we really think aren't fair shouldn't be a problem.

No, you are correct. I just dont feel its necessary or all that terrifying.

Regardless, if it gets voted to be banned, I wont lose any sleep

I think this is a pretty reasonable alternative. So long as the rule bans the thing we're worried about without limiting the challengers' creativity. I know what happened when I was a bit lenient on the rules this year. Ran into a guy with a tanking Mew, burned my Pokemon and sat there healing until my guys slowly bled to death (This is why I was all out of sorts for the gym leader picture on Sunday xP Luckily there was no line behind him.)

I think Moody with restrictions is pretty reasonable, considering the Pokemon its limited to, right? I've never really run into it in battle though, so I'm probably not the best to say.

Yeah, it would probably be enough to ban Moody + Substitute/Protect. There are other ways to stall, but that is by far the most effective and annoying.
